Course Description

Urban Planning and the Re-Segregation of America: Implications for Client Systems and Communities This course examines the historical and contemporary conditions, policies, and planning decisions that contributed to and, in many cases, directly created urban poverty. The legacy of these decisions remains deeply embedded in our cities today. While enfranchised communities have benefited from intergenerational wealth and access to opportunity, disenfranchised communities have experienced disruptions to their civic fabric that continue to compromise living conditions and limit future possibilities. The level of inequality we are witnessing today has not been seen since the late 1800s. Declining opportunity challenges the mythology of the American Dream itself. As Dr. Martin Luther King Jr. observed, “It is all right to tell a man to lift himself by his own bootstraps, but it is a cruel jest to say to a bootless man that he ought to lift himself by his own bootstraps.” This course invites participants to examine how structural conditions, rather than individual failure, shape outcomes. Through case studies, participants will explore how historic planning decisions disrupted living patterns and entrenched inequality. State sanctioned racism, particularly in the form of zoning and urban planning, combined with the failure to develop or enforce environmental protections, has undermined public health and mental wellness, especially in low income urban communities. These realities remain highly relevant for social workers and helping professionals serving individuals and families who continue to live under the weight of these forces. Course Objectives Identify historical and structural factors, including state sanctioned racism and environmental policy failures, that continue to impact public health, mental wellness, and socioeconomic conditions in urban communities Analyze case studies that illustrate the long term effects of urban planning decisions and their role in shaping contemporary urban poverty Integrate historical context and urban poverty dynamics into professional practice, enhancing empathy and supporting informed and ethical engagement with individuals and communities affected by structural inequality Engage in reflective and professional discussion on strategies to address the ongoing legacy of inequality in urban communities within their scope of practice
